Add support for _NET_WM_FULLSCREEN_MONITORS

This patch adds the _NET_WM_FULLSCREEN_MONITORS hint as defined in EWMH which is based on Xinerama.
It's allowing a window to be displayed fullscreen on multiple monitors.
