Directory /etc/WindowMaker is for global defaults configuration, it is not a "data" folder which is $PREFIX/share/WindowMaker. The name change make it more consistent with other names.
This directory contains the sources for the documentation about building the Window Maker project from sources. This documentation is meant to go into the distributed sources archive, but it is not supposed to be installed as it contains no relevant information. The documentaion are written in GNU Texinfo format and a script converts them into plain text for distribution.
