Fixes the following when reloading the file:

> E122: Function <SNR>188_ProcessTag already exists, add ! to replace it

Daniel Hahler b8065cfee4 Add tagbar#StopAutoUpdate 
This is useful to stop updating information, after using
`tagbar#currenttag` manually/temporarily only.
