Initial commit of Ronuk Raval's wicd_cli branch into the main

1.6 codebase. This is still untested, so depending on any
problems found, and assuming it eventually makes into the
main branch, we might rebase it before the merge.

Clarify at_console and Introspectable bits in dbus config
...
This (again) is largely aesthetic, but it clarifies the %WICDGROUP%
setting (previous the comment referred to "above" while it was
actually below) by moving that block above the at_console block.
Also this adds a comment about the Introspectable method to head
off any inquiries as to why we're allowing that in wicd's config.

Provide a pre-/post-down script mechanism
...
WICD currently only provides pre-/post-connection scripts, and
only one disconnection script, that is run before actually
disconnecting. This provides pre-/post-disconnection scripts,
thus increasing configuration flexibility.
