Tamas TEVESZ 1420e44bb1 WINGs: Modernize wusleep() 
- Change the wusleep abomination to be a simple wrapper around
  nanosleep (man says it's been POSIX for almost a decade)
- Remove autoconf tests that became unnecessary along the way
